EU's visa requirements for Turks

Advocate General Cruz Villalón, an authoritative expert at a European High Court in Luxemburg trial which is expected to last a few more months has expressed his opinion that Turkish citizens do not have a right to enter the EU without a visa. When a Turkish woman’s application in 2007 for a visa to visit her stepfather in Germany was refused, she opened a case at the German Administrative Court. The Supreme Administrative Court of Berlin referred the case to the European Supreme Court in Luxemburg. The Turkish women who could have benefitted from various services in Germany claimed that it was unlawful to not grant her a visa. Since 1980, Germany requires visas from Turkish citizens. The report by the Luxembourg court official stated that a person from Turkey who enters any EU country in order to visit relatives for 3 months cannot be exempt from the visa requirement by claiming that they will benefit from the country’s services. 
 
At the time the report by the European High Court authority was released, German Federal Economics Minister and Deputy Prime Minister Philip Rosler was in Turkey meeting with Turkish President Abdullah Gul. When Gul requested the easing of visa requirements, Rosler said that he would organize a roundtable meeting in which representatives, especially those from the economy sector, would discuss this topic. Rosler stated that he would assess all possibilities regarding the easing of visa requirements for Turkish citizens.
